I put this parts list together and am looking for some advice.

First thing that jumps out is that the CPU cooler you chose isn't really appropriate for a 3950X. What you have there is a low-profile cooler designed more for lower power processors that generate less heat. For a 3950X you'll want something beefier like the Noctua NH-U14S, NHD15 or a 240mm AIO liquid cooler.
