The RTX 2070 is a place holder for 3070.
Is it a good build for 60 fps on most games?

You should be able to easily hit 60FPS on basically any game at high/max settings if you're putting a 3070 in, and should be hitting more in most games. 

Build looks good all around, only thing I'll say is if you stick with the 3700X I'd go with DDR4-3600 memory since that's the sweetspot for third gen Ryzen. Otherwise, at this price you could look at the i5-10600k instead, it's the better gaming CPU between the two. The 3700X has advantages in other ways.
