Computer won't start- new psu, mobo, cpu, and ram

Fans will not spin at all only a single beep from psu probably to prevent overheat/current and the mobo lights up.. 
psu- powerspec 650 gq  cpu - i5 10600k lga 1200 mobo - tuf gaming z-490- plus
tried variety of solutions including:  removing everything except mobo and cpu power ( worked on guest computer), checked power leds, pw sw, reset to be in correctly, tried removing stick of ram, tried placing graphics card and ram, tried removing heat sink connector (coolmaster hypo evo 212) 
All brand new from micro center.. PC worked 12 years no problem until I was watching a youtube video after a windows update and the computer monitors went out, and then restarted and rapidly beeping noise and computer burning smell. Found nothing though.
Let me know if anyone has any ideas,

Given the description and the noise originating from the power supply, I'd agree the power supply is your most likely culprit. I'd start by replacing that.
