Yes, you can use a 3080 on a B450m-a ASUS Motherboard. You may not reach the full usage due to PCIe 3.0 slots and not the 4.0 found on B550 motherboards, but we haven't seen a case yet there PCIe 4.0 has been used with GPUs.
