I think the GPU can be changed for sure, looking at the 2060 Super, especially when we see some price drops due to the release of the 3070.  What kind of games are you looking to play and at what resolution?  Are you looking to get into streaming/content creating or just gaming?

Gotcha, I would recommend switching from a 1070 to either the 2060 Super or a 2070 Super, or even waiting for a 3070.  Just keep in mind you are likely to go past that 1 thousand budget but the better GPU will perform better for these games.

Those are going to perform about the same. Between the two I'd probably choose the second build. 

If you want to go with the RTX 2060, I'd personally go with the EVGA RTX 2060KO model, since it's cheaper than that ASUS and all 2060s will perform basically identically.
