It has been 8+ years since I upgrade this rig

I am on Windows 7 x64 Pro.   I need to get up to Win 10.  
Gigabyte P67A-UD4-B3 with single Intel i7 2600K, 16GB will go into my tape backup server with Windows 7 and VEEAM.   Both are matching Cooler Master Stacker Towers.   The only thing I want to keep in this rig is my SAS RAID controller and 15K SAS drives.    If this board could go to Windows 10, I would upgrade it.    The current processor and ATI 6970 graphics adapter are fine for my needs.   I want to get a new motherboard with PCI-e slots for a decent similar 6970 graphics card,  PCI-e 8x for my SAS RAID controller.   I don't want to break the bank on this upgrade.    A decent Gigabyte board,  Intel I7 processor,  16GB of RAM with capability to get 64GB, a decent replacement graphics adapter for Skyrim SE.   I don't need a highend graphics adapter.   My power supply is 1000W 20A single rail.   It has its own 20A circuit.
