What kind of budget did you have in mind for this build? Also, what do you plan to use this PC to do?

trying to stay under 1000, it'll be for downloading media and converting and compressing media

So, since you mentioned media encoding, converting, and compression I'd recommend changing a couple of things.

I changed out your memory to a bit cheaper option, while this does lose the RGB, it keeps performance at a lesser price.

I swapped out the 2.5" SSD for an M.2 drive with much faster read and write speeds. These changes put you slightly below your budget before tax. If you're planning on doing CUDA processing, I'd recommend a more powerful GPU, but that would put you over your budget.

I think it's possible, however, you'll see several performance decreases. That would incur longer media encoding times.

Also, this would mean less RAM and less storage.

This build is slightly over budget, you could go with a cheaper CPU however, I wouldn't recommend going much lower, as you'll see much less performance from lesser CPUs.
