B745 won't power up

I bought an out of the box B745 desktop with warranty. Nothing hooked up but power, monitor, mouse, and keyboard per instructions. When I push the button on top, nothing else happens. Yes - it is plugged into an APS backup with the monitor which is working.

Greetings. I would ensure the power switch is flipped correctly on the back. Flip the switch on the power supply, then try to boot it up again.
