I recently build my pc and everything is fine all the lights turn on and everything but it has no display I took a closer look at the graphics card and saw that the fans aren’t spinning but the light is on how can I fix this

It's fairly standard for new graphics cards to not have the fans spin unless the temperature exceeds a certain level.
Have you checked the input on your monitor to make sure that it's connected with your GPU? Also, have you checked that your monitor has the correct input selected?
Does your motherboard have EZ Debug LEDs? If so, are any of the LEDs showing?
