Suggestions on NVR Build

Hello, I am looking for suggestions on a motherboard and CPU bundle for an NVR build. I am using Blue Iris software and in the beginning, plan to have around 35 cameras. I would like to have the potential to go to 64 cameras at some point (Software max). Any suggestions on hardware would be appreciated! I would like to keep this a friendly budget as it will be for our church but payed for by me.
