TW100 Fresh Install , Not seeing Devices, drivers wont install

Not sure why but TW100 does not see hardware upon fresh install W10 
I remember starting with 8.1 then upgrading to Win 10 . Is it possible just to fresh install Win10 and install drivers ?

FWIW 
The only thing that would get the devices installed , was firstly installing the Intel I/O driver for Z3700 series CPU  Download Intel® Processor I/O Controller Driver for Windows 8.1* for Intel® NUC

Once that was installed  the rest of the drivers could be updated , Hurrah 

For whatever reason  for me , the stock drivers dont install without the Intel I/O executable
