New build - No Post. Debug LED flash sequence

MB: MSI Z390 MPG Gaming AC
CPU: Intel 9700K
RAM: Corsair Vengeance LPX 2x16GB
PSU: Power Spec 650 fully modular
Cooler: Hypermax 212X
HD: Samsung Evo 970 Pro M.2

I am putting together this new build and the system will not post. I am getting a long flash from the DRAM LED followed by a short flash from cpu LED which repeats endlessly. I checked the cpu and everything seems fine...no bent pins on cpu or board. I’ve checked with one stick of RAM in all slots and no change.  Is my MB bad?
