2000 Dollar Build?

I am looking for a Gaming Build for me to build for my cousins Birthday on Feb 1. With the 3700x / 5600x, and a 3070, which I also need help picking. He just does gaming. He gave me 2000 dollars to work with, and wants quite a bit of RGB.
(Edited) - He wants an AIO for his PC, because he is doing 3D design. A 240-360 mil AIO is good, nothing less than 240.
