Cancel an order or return the already shipped order

You guys were not able to fulfill my whole order and without asking if I still wanted to place the order you sent it anyway.  I do not want the RAM I ordered if I cannot get all 4 sticks.  My order number is 11800600.  I tried opening a discussion first thing this morning when I noticed that I had ordered the wrong speed and also when I noticed that you did not have all 4 sticks of RAM but it seems that my discussion was deleted.  How can I cancel my order or send it back to you for a refund.  I do not want the 3200 RAM, I wanted the 3600 and I certainly do not want only 2 sticks.
