New PC won't boot

I started this project a while ago, and have been set back twice. The first time I started building, the power supply turned out to be dead. This time, another one of my components are dead, but I can't figure out which. Could anyone guide me to what might be keeping this build from booting up? I've narrowed it down to (most likely) the motherboard or processor. [Mobo is B450 Aorus Pro Wifi, CPU is AMD Ryzen 3 3200g]
Symptoms of something broken:
RGB on motherboard flashes briefly then shuts off after switching on the Power supply
No response to power button, no error lights, nothing
Refuses to start after motherboard has been jumped 
Can anyone help me out or give me a procedure to narrow it down any further?

    Power Supply, Motherboard, short. Pull the motherboard out and test it on cardboard. Bare minimum in components. Just to start, connect the 24 pin only. See if it'll retain standby power. If not, you're down to board/PSU. We'll need to swap one out.

    If it does work, then connect 8 pin, install one stick of RAM and test it. From there, it's a matter of reassembling it one component at a time.
