would these parts work together? Also would it be wiser to get a better cpu cooler or fans for the case?

Yes, most of the parts you've selected are compatible, however, the iCue LS100 Smart Lighting Strip Expansion Kit you've selected would require the iCue LS100 Smart Lighting System to work with this build.

The case comes with a front and rear case fan, additional fans can be placed on the top of the case for more exhaust if you prefer.

I'd recommend an AIO if your budget can manage it. It includes both. Fans and a CPU cooler.

Ah, well this does exceed your budget a bit. I was able to bring down the cost slightly, however, with the core parts selected it does still exceed your budget.

It's possible to reach the budget you mentioned, however, you might see some performance issues while streaming.
