Missing Cable from Open Box of Fan Pack

Hello All,
I recently purchased the Bitspower Notos O 120 5 pack of fans in an open box at my local microcenter. I was installing them today and when I went to use the ARGB hub that came with the pack noticed the cable that connects the hub to the motherboard was missing from the pack. It does not say anywhere on the label that the open box was incomplete and this is very frustrating as I expected to have all the parts for the package when I bought it. Now I am unsure what to do to solve this issue. I can't use my fans properly without this cable. What would have to be done to obtain the cable missing?

Also after having the pc running for a while there is 1 fan of the 5 that is very noisy and i don't know how to solve this either!
