PC Under 2,000$ ideas
I was wondering about a good PC under 2,000$ best for running fortinte and cod just getting high FPS and streaming if any admin wants to messege me i have a pc bild that i think is good if you want to check it i just want to see if it can run games in high fps and, run high settings and stream?

Yes, the case will fit each of these parts.
All of these parts are black, and you'd be able to change the RGB lighting to white to better fit the theme that you mentioned.
Or you can change out the parts to your liking with more black and white parts.

what do hrzs do on motitors is it like how much fps it can produce so if you getting 170 fps and your motitor is a 60 hrzs its capped at 60 fps?

If you'd like to share your parts list, share the link under the price on the right side of the screen.
Hz refers to the refresh rate on the monitor. 60hz would be able to offer 60fps. You're correct in the example that you shared.

Hello @OrenEllison and thanks for posting on the Microcenter Community Forum. Sorry for our (Microcenter) late response. Your build looks good and everything should fit. Two things you need to consider. One would be selecting a graphic card as you'll need a discreet GPU for the Ryzen CPU chip. I'm not sure what type of PC user your are (ex., Gaming, Content Creator, etc.), but look a the Nvidia cards like the 1660 GTX. Second and last, add to your cost your Operating system if you don't have a license already.

would a good balance be like a AMD RYZEN 9 3900X 12-Core 3.8 GHz and a MSI GeForce RTX 3070 DirectX 12 RTX 3070 SUPRIM X

I'd say that the 3900X and the 3070 would go well together but it would depend on the tasks that you're performing. If you're only gaming I would recommend spending more of your budget on your GPU and less toward your CPU. If you're streaming or performing other heavy multi-core or higher multitasking, then I'd recommend the 3900X or the newer generation counterpart.
I'd probably choose the 3700X and the 3080 that you listed above.

I would agree with LandShark and say going for a 3700X and a 3080 is a better idea for mainly gaming than a 3900X and a 3070.
