Hello. Just to clarify - Are you referring to applying thermal paste to your CPU even if using a water cooler? If so, yes, that would still be highly recommended to do.

It's dependant on the material and the coolant that you'll use in your system.
In most cases, I'd say it isn't needed. However, adding a silver or copper piece to your loop will give your system something for any corrosion to cling to. That being said, it's been quite some time since I've seen any loops with silver or copper added to them.
As long as you're taking proper care of your system, I don't think it's required.
