Running 15-20 blustacks instances will be challenging. You could get away with probably 10 with a little bit of lag with 64gb of RAM.
If there is a real necessity to run 15-20 bluestack instances, you'll need to go up to 128gbs of RAM, go with a I9-9900K or the I9-11900K or looking into the AMD chips like the Ryzen 7 5800x.
Bluestacks will use a lot of memory to help process all those instances. You almost need like a dedicated server for all those instances.
