Greetings! At that price and for this purpose, you're probably better off looking at a new pre-built and perhaps adding RAM to it. Here are some suggestions:
I agree with Ian, you just need RAM. Lots of it. Chrome (and most other browsers) use lots and lots of RAM for multiple tabs.
Your m93p SFF does have 4 DDR3 RAM slots, and can go up to 32 GB, which I would think is technically enough:
DDR3 is older these days, but your $600 budget could easily cover that:
Four (4) of these would get you 32 GB total in your current system, but double-check what you have now. It does not even matter much about the rated speed (DDR3-1600 is what your system wants, if that matters).
I would then spend the rest of your budget on an ultra-wide monitor to view more of those 200+ Chrome tabs. 3440 x 1440 would be a killer resolution for tons of browser tabs. Something like the Samsung SJ55W, for instance:
A new monitor can provide a new perspective into an existing PC. 😉 It is also a wise investment that can be connected to a new PC if/when that happens.
I am not entirely opposed to you starting over with a new PC as Ian suggests, but if your current PC has a 4th-gen Intel Core i5 or i7 and a measly 8 GB of RAM, then the technical limitation preventing you from opening 200+ Chrome tabs is obviously the RAM and not the PC itself. This is not to say that a CPU upgrade from a 4th-gen i5/i7 to a 10th-gen i5 is insignificant (not to mention the rest of the platform) but moving from 4 cores and (maybe) 8 GB of RAM to 6 cores and 16 GB of RAM is, for your use case, not enough juice per dollar spent, IMHO. Not when you can get 32 GB of RAM and a life-changing monitor for roughly the same amount of money. Or if you currently have 8 GB, then just buy two of those 8 GB sticks and get 24 GB of RAM total for a slightly cheaper price and still have more RAM than a new PC.
If I were in your shoes (wow, no pun intended, that is funny! 🤣) and I "only" had $600 to spend, I would do the RAM upgrade and a new ultra-wide monitor. If I thought I could save up another $400 in just a few months, I would get a new PC like Ian suggested and plan on upgrading the RAM in that new PC. But also, a new ultra-wide monitor. 👍️
Chrome will offload video elements typically to the GPU if available, you could get a 1GB/2GB video card and that should work well.
The 3700x should be good with at least 32GB of RAM.
