In theory yes, in practice no, since there's no gpu's to buy no matter what ID you have. Hell even 5yo 1030 gt's (junk $30 card) now sell for $100+ used on eBay.

I went to the dallas store with my country id. and the manager did not let me buy with my id. his treatment of me was very bad. I think the policies are not being respected. I await your response admin.
