3080 ti bottleneck?
I have a gigabyte gaming 3080ti paired with a 3700x at a stable 4.2 GHz. Playing games in 1440p (most recently Hell Let Loose, which yes is poorly optimized) I've been running into low fps around the high 50's to low 70's on some other games like far cry 5. Running 32gb of ram and all games on SSD's. Depending on which game GPU utilization hovers around 80-90% while CPU is not even at 50% utilization. Are there some bios/Nvidia Experience tweaks I can make or is a CPU upgrade in my future?

Have you already tried a clean install of the GPU drivers? That is where I would start. Even if your drivers are all up to date, a clean install of the drivers can certainly help. Also, if your CPU does not exceed 50% usage then a CPU upgrade may not be necessary.
how do your temps look after playing for a good 30 mins?

Temps are so far in check. Running a front mounted h115i for my intake, but some lack luster exhaust fans that I plan on upgrading soon. CPU hovers around 60 C under gaming load. GPU under load maxes out low 80's, highest I've seen is 85 but nothing past that.

The 3080Ti is one of the best cards at the moment and I would be surprised to see it bottlenecked before the processor on most games at this moment. Have you ran any benchmarks to see how you compare to others with the same build?

Only major difference is MOBO, x370 on mine compared to a x570. I wouldn't think that would make a difference at all right? Only other difference is my memory is CL 18 VS. 16. I've read having two different monitors at different resolutiuons can sometimes mess with GPU's? I had a vega 56 card before, so all the Nvidia control panel stuff is a little daunting but I read you can get some pretty nice FPS gains.

I'd definitely recommend starting with the clean install of video card drivers. Especially if you're going from a completely different GPU, it's best to uninstall the old drivers and then install the new drivers fresh. this may cause your system to have some issues with FPS output.
Typically multiple monitors will not have an adverse effect on your GPU performance. However, it's possible that you may have some V-Sync settings may be enabled to cap your frame rate to match your monitor's refresh rate.
I'm surprised to see that temp loads are peaking at 85. Are you able to see what your Thermal Memory Junction temps are?
As @Ian mentioned, it's best to perform a clean install of GPU drivers as this corrects the majority of problems.

Last night I did a clean install for nvida drivers and just used DDU for my old AMD drivers, so we'll see how gaming performance goes shortly. As for temps the card is still idling at around 60 C with clocks fluctuating between 500-200 MHz, with spikes up to 1700 MHz, same behavior with the memory clock. Not sure how to check Thermal junction temps.
Edit: Frames and temps are still consistent, temps are a little lower which is good I suppose.

I'd recommend HWinfo https://www.hwinfo.com/download/
It has a more granular sensor listing.

If your CPU was bottlenecking you, it would be maxed at 100% while playing the game, while the GPU was lower. But it may be taking advantage of all your CPU cores. Your usage looks normal, and this game is poorly optimized and pretty well known for this. I'd try this switch from launch options in Steam: -dx12 -useallavailablecores
Last I checked when I was playing this game, this potentially had issues with the Foy map, but it has been a while.
