When can I get a 2nd gpu (did an exchange)

I know it's 30 days between.
But I bought a gpu on July 3rd, which I exchanged a week later on July 10th for a different gpu.
So is the time for eligibility based on July 3rd for the initial purchase, or for July 10th, the exchange.
