PC keeps restarting never boots

My PC keeps restarting and doesn't boot. I keep getting to this screen.

I have powerspec G358 build 4,

It always boots to this screen after power cycling it? It never goes to an error / blue screen?

Yeah it comes to the same screen, never give an error or BSOD

I do apologize for the delay in response. It may be best to bring this in to a Micro Center store so someone can see your PC in person. Please visit the store with the computer and charger/power cable for assistance, store hours are 10am until 9pm Mon-Sat, 11am-6pm Sun.
