Is this a good starter pc for light/ medium gaming and video editing

Greetings. If those parts are in your budget, I don't see really any issues there. It should be noted you do not have any sort of operating system selected in your parts list.

apu tends to like high frequency ram as it is using shared memory as its vram. A 3200mhz ram would seriously limits its performance. Also given 5000 series apu has this high flck at around 2400, I would suggest you go ballistix 3600mhz cl16 instead of this lower rank corsair 3200mhz. When you get it built, overclock the ram to 4733mhz cl20 and gfx frequency to 2400, it performs just like a gtx 1050, which is good enough for aaa titles at 1080p low.

Also, I would say it is wiser to get an ssd as your system boot drive. Having a hdd as boot drive is really a pain in the ass
