Do you have a specific budget in mind? Once we know that, we'll be able to get a good idea of what the best build overall would be. As a preliminary recommendation, I think the AMD Ryzen CPUs are going to pretty much be the way to go for you. AMD is the king of workstation and multi-threaded workloads right now.
  • So because you want to jump straight into 4k video editing I'm going to assume you have roughly 5k to spend on a system excluding peripherals.  Now for mass storage it's up to you I just included a 7200rpm drive just because for mass storage it's cheaper.  But your main drive is a gen 4 nvme drive to help with transfer speeds and read/write speeds.  The case is also subjective on whether you want a more "professional" looking case, the lancool 2 is just a solid case with plenty of space.  The last thing is the AIO I put in here does have some issues with breaking after like only 6 months.  So perhaps try to find a different AIO, I only put it in there because I absolutely know that one works with threadripper cpu's.  Now if you come back with a much higher budget we can redo some things, but I also left some space on a presumed 5k budget for extra storage.  Now I did the 2080TI just because you can use the hardware enabled encoder in some of these programs I believe and take advantage of the 2080TI but that is most defiantly a spot to drop the price down to something more like a 2070 super or 2080 super and put that extra cash into perhaps more storage or better cooling and fans.  Without a set budget and perhaps some more preferences a more precise build will be tricky.

CPU: (1) AMD Ryzen Threadripper 3970X Castle Peak 3.7GHz 32-Core sTRX4 Boxed Processor ($1,849.99 EACH)
Motherboard: (1) ASUS TRX40 ROG Strix AMD sTRX4 ATX Motherboard ($549.99 EACH)
    RAM: (1) G.Skill Ripjaws V 64GB (4 x 16GB) DDR4-3600 PC4-28800 CL16 Quad Channel Desktop Memory Kit F4-3600C16Q-64GVKC - Black ($293.99 EACH)
Case: (1) Lian Li Lancool II Tempered Glass eATX Full Tower Computer Case - Black ($89.99 EACH)
Power Supply: (1) Corsair RM850 850 Watt 80 Plus Gold ATX Fully Modular Power Supply ($159.99 EACH)
Video Card: (1) MSI GeForce RTX 2080 Ti Gaming X Trio Triple-Fan 11GB GDDR6 PCIe 3.0 Graphics Card ($1,249.99 EACH)
    M.2 SSD: (1) Inland Performance 1TB SSD 3D NAND M.2 2280 PCIe NVMe 4.0 x4 Internal Solid State Drive ($199.99 EACH)
Hard Drive: (1) WD Black Performance 4TB 7200RPM SATA III 6Gb/s 3.5" Internal Hard Drive ($179.99 EACH)
Water Cooling Kits: (1) Enermax Liqtech TR4 II 280mm RGB Water Cooling Kit ($149.99 EACH)
    Total: $4,723.91
  • My budget is $1500-$2000
    excluding monitor
  • Soon I’ll upgrade but for now anything beats what i currently have. I’m hanging on a thread with a laptop that’s outdated so premiere crashes all the time.
  • Would this suffice ?

That's a solid build overall for sure. If you want to pack in a little more CPU power, you could downgrade to a 2060 Super for your video card and go with a Ryzen 9 3900X, but it's preference at the end of the day. Either combination I think you'd be very happy with.
