Anyone seen a device to connect USB 3.0 portable drive to Ethernet LAN that is not a router or PC?

Greetings. I don't believe so. You're going to want to use a NAS for something like this.

Thank you. i seen there was one, a usb 2.0 device 10 years ago but searches today all lead to wrong results.

I would try a raspberry pi. This machine is very low electrical use and there are plenty of linux kernels that could support this operation.
