First, please verify you're connecting to the lower set of ports on the video card, and not the integrated graphics. This is disabled by default due to the presence of a discrete graphics card.
If that's not the issue, look on the bottom middle of the board. Between the chassis fan and USB 3 header there's a set of debug LED's. Which one is lit?

My PC is a PowerSpec G361

I am plugging into the lower set of ports. There is no LED lit. When I do plug my HDMI into the top HDMI port it does display on my monitor.

I'm experiencing a similar issue. I purchased this G164 GAMING COMPUTER in January 2021 and have been using it with no problems until the other day (November 2022) , when suddenly, one of the monitors (the one which came with the computer) no longer was receiving a HDMI signal. I tried the monitor and the HDMI cable on a different computer and these worked fine then. So, it's the HDMI connection on the computer itself. What would make this happen?

Yes, I had the connections correct. It had been working fine for a year and ten months.
I do not see ANY debug LEDs. Anywhere. At all. 😐️

No debug LED's on the G164 to help us out here. There's a few things we can key on. First, power the system on and let it sit for a minute or so. Does the "Cap lock" key respond if you tap it? Spam the shift key rapidly, do you hear a warning tone? That can help us figure out if it's a No POST or no video.
You can also look at the CPU fan, it's hard to tell without LEDs, but watch it and see if the speed is consistent. If the system POST's, you'll see it change when the motherboard takes over thermal control.
