Video editing build for $2250, best plan?

I am considering upgrading and trying Micro-center for the build. I usually am a Newegg 'already assembled' kind of buyer. I have $2.5K budget for the job, and Micro Center charges about $250 for the build, so I have $2.25K left. I do hobby-level editing, but lag in Premiere Pro or Lightroom Classic takes away the fun, so I hope to assemble a build to run efficiently for a while.

Are you planning on doing mostly CPU based encoding or GPU accelerated encoding? The choice of only a 4060ti with just 8gb of VRAM is a pretty large miss-match when compared to your CPU and RAM choice so I assume you are going for CPU based encoding.

I am limping along on an i7-7700 CPU @ <=3.6 GHz, w/64GB DDR4 RAM, and GTX 1660 Ti GPU. I have about 110K photos and 5-10K video clips, all hobby/family stuff, My interest in doing more with PP/AE editing exceeds my system's ability. Your question is one I may be able to answer better in about a year. But I want to avoid encountering lags on the new computer, especially if a modest price increase makes a difference.
What do you think of the 4070 12GB GDDR6X (instead of the 4060 Ti 8GB GDDR6)? Does it fit my setup, and would it make a difference?
I wanted to avoid skimping on RAM or the 2nd SSD. I would upgrade if the 4070 works in the build, giving the system more torque for multi-frame rendering/exporting in PP/AE. What do you think?

12GB of VRAM on the 4070 will immediately upgrade the amount and resolution of footage you are able to work with so I would say it is a worthwhile upgrade for sure! In AE you should see the complexity of your effects also be directly impacted by the total capacity of VRAM.
And while Adobe is still an Intel favored program, I do worry about long term upgrade potential of your system if you'd plan on expanding your use in these programs down the line. I have been recommending many more people move to AMD for this reason because you should expect three or even four more generations of upgrades opposed to intel's zero. But if you plan on not doing any motherboard or CPU upgrades over the lifespan of the computer, always try and get the highest end CPU possible to ensure you don't bottleneck a GPU upgrade!
