Computer not working!

1. My computer turns on.
2. My mouse and keyboard are working as I can type and click on search bar.
3. That is all I can do, apps don’t open, I cannot get to settings, I cannot click on anything. Sometimes I can click on “File Explorer” it opens but it is stuck like it’s still loading.
What can I do to resolve this? I called MicroCenter yesterday and they suggested to discharge capacitor I did that again today still not working.

I was able to borrow a car yesterday to have it looked at and now I do not have a car at all again to take it in. So I’m literally stuck at home. This is a brand new PC build done by MicroCenter not self.
Also I think this recent started after a Windows update but no one else to my knowledge that I have spoken to has ever experienced this problem.
Is there anything I can do at home to resolve this issue?
