If I wanted to install windows with the windows 10 DVD, would I need an optical drive to use the DVD?

To use the Windows 10 DVD you would need an optical drive. You can also make a Windows 10 USB installation drive using Microsoft's Media Creation Tool, you just need access to another Windows computer first: https://www.microsoft.com/en-us/software-download/windows10
