I've tried reseating the GPU, reinstalling the drivers, and tried manually controlling the fans with Adrenalin but nothing is working. Please help

What temperatures are you seeing? Some of these new cards aren't running the fans until 60-70C.
I ran a few stress tests and played Valorant, it went up to 79 without turning on
That's abnormal. What brand/model is the card? Have you tried adjusting the fan settings with MSI Afterburner?
@PowerSpec_MikeW It's a Powercolor Hellhound 7900XT. Yes I tried it in afterburner as well as adrenalin. I see this script in the device properties.

Would you know what amdwddmg is?
WDDM is Windows Display Driver Model. Driver isn't loading correctly, I would see if it's related to the crash defender service.
Run this: https://drivers.amd.com/drivers/amdcleanuputility.exe
Reinstall the latest driver, select driver only.
Regarding the fan issue though, have you tried switching to the second VBIOS and see if that has the same problem? Are you on silent or OC?

Yes I switched from silent to oc. I restarted it after switching. So I need to do anything in the bios?
No, that's it. Fan curve should be more aggressive on the OC profile. The fans still aren't spinning when you put the card under some load?

Sounds like the fan controller is dead. In that case, I'd swap it out assuming you're still within the return period.
