I asked my cousin to pick up a cpu for me earlier today, and gave her my credit card to pay for it. When the cashier asked her if she wanted a receipt, she said no. Am I able to return it within the next 15 days still without the receipt? The card wasn't linked to my insider account and I didn't receive an email receipt either. Thanks!

You can return it without a copy of the receipt, to add on to that, if needed they can swipe the card used at the time of purchase to locate the transaction in store. Keep in mind the card used will need to be present to make a return. I know at my store in St, Louis Park, MN that I can walk in with returns and they can (and do) look up your purchase history. I believe they can see the entirety of what you have bought just by looking up your phone number. That is, I assume you bought it at Micro Center? If so, you can log in to your online account and have them resend a receipt to your email also. Make sure that she gave them your phone number and not hers though. She may have to go with you if she used hers.
