Computer being choppy and slow on start-up
So recently, I got wallpaper engine and everything was normal, a few days later every time I turned my PC on, it is really choppy and the mouse will move on its own after moving it really fast. Also, every time I shut down or restart it, the screen will turn off but the PC itself won't actually power down for some reason. I uninstalled Wallpaper engine and I'm still having the same problem. To actually power it down I have to hold down the power button on the PC instead of doing it directly from Windows. When I turn it back on, it says please wait and then it loads up to the lock screen and everything is perfectly fine and it actually shuts down correctly. So now every time I turn the computer on, I have to manually shut it down and then power it up again for it to run normally. When I try to restart it on the first "power down" it says 2 apps are preventing restart/shutdown, and I'm not sure what they are. It ends up closing eventually but not the PC itself.
Any help is appreciated!

Hello @Headcrab93 and thanks for posting on the Microcenter Community Forum. We don't think the wall paper engine is the cause of the choppy and slow start up. That's just an assumption based on what was described. Something either on the Windows side or your motherboard is out of date.
Is windows up to date?
Also looks like the B350 Tomahawk has a motherboard Chipset Driver update dated February 23, 2021.
We recommend to make sure your Windows is up to date and also install the latest AMD chipset driver for your B350. See link below.
Let us know the results if its still choppy. Also make sure you 1660 GPU drivers are up to date from Device Manager as well.

I checked and everything is up to date now and I restarted my PC the first time, and it took a long time, and it just came up as a Windows error that said "Driver_Power_State_Failure" which I am not sure what that means. As usual it is running normally but this time I just let it restart after it collected error information.

I installed it and the most recent crash was at 9:37 P.M, there are a lot of dump files but I'm pretty sure this is the info you want:
Filename: ntoskrnl.exe (this is the same for every crash recorded).
Caused by Address: ntoskrnl.exe+3fc806
That is all I can really make out, I'm not really in the know how of technical stuff!

I am sorry to hear that, ntoskrnl is a system file that can indicate some corruption, though before suggesting to reinstall windows I would recommend trying to do a clean boot to ensure nothing is starting with the computer that may not be needed. Another option may be to start the computer in safe mode to see if it allows for a normal shutdown, without having to hold the power button. The problem I forsee with this is that since its intermittent the safe mode may not reveal enough as many features are disabled in safe mode. The clean boot for this reason is my recommended first step as you can still use the computer, applications just wouldn't be started with windows but you can still open them.

Me again, It has been 5 months and I still have no idea how to get rid of this problem. I've uninstalled windows twice and the second time I completely factory reset windows (Cleaned out every drive, including personal files) . The same issue still occurs, I've tried Restoro and the scans indicate that nothing is wrong. To this day I still have to shut down my pc by holding the power button as when I press shut down the screen will go black but my pc remains on. Same as restarting, It'll be stuck on the restart page for 5 minutes and then I get a blue screen saying "Driver_Power_State_Failure". Then once I power it down by holding the power button and turn it back on, everything is perfectly normal. I've looked up multiple ways to fix this and I've tried most of them, even getting fresh files after completely restoring my pc. All of my drivers are up to date besides one named "AMD psp 11.0 device" which I'm not sure how to update and if that one even matters. At this point I may have to resort taking it in to the Mayfield Micro Center for a diagnostic test. Any feedback is greatly appreciated :)

I've recently been reading about the ntoskrnl.exe file. I found an article on Microsoft help which the person seems to have the same problem as me. https://answers.microsoft.com/en-us/windows/forum/all/help-ntoskrnlexe-making-my-computer-stutterlag/32e442f7-3948-42f1-bf96-127401472507. Mine is fixed temporarily when I turn off my pc with the power button and turn it back on. It is not until I turn it off overnight or wait an hour or two in which this problem occurs. The user said it happened in March of 2021, which is the same month It began for me, which leads me to believe that the file came with a new Windows update of some sort. I still can't seem to get rid of it though or I don't know how yet. Thank you.

If you have already reset/reinstalled Windows, that would eliminate really any software troubleshooting we can recommend. It may be best to bring the PC in for service at this time for further assistance. An appointment is not needed for service, there may be some available online at https://www.microcenter.com/site/service/service.aspx Otherwise it may be brought in during store hours anytime for in-store service assistance.
