Are you certain this is a hardware issue? I know you tested another card but it could be a driver related problem. When swapping the GPUs are you performing a clean install of the drivers? I would start there and try and rule out any possible software/driver problems.

@Ian @TS_JosephF i have brought the hard drive to an IT worker who tested it and told me that it is flat out a dead card. i told my uncles brother about it and he said he messed with his hardware alot and messed it up. i totally believe him and i knew it before anyways but i still bought it because he said if it has problems he would pay me back. i will now be finding a new graphics card. thank you!
Hang on, it works until you start up a game? That is not a flat out dead graphics card. That is a card that has some issue that may be hardware but may be just software. I would double check that reapplied thermal paste job. Perhaps the cooler was not reseated completely.
