Why is my system crashing and rebooting so many times

My friend and I have just completely built his new PC and have been able to boot and run OS (Windows 10 Home), but the whole system crashes randomly, at first it was a few seconds after sitting on the desktop or we would go to Edge and and open another tab, crash, or try a youtube video if we could get far enough and it would crash. Recently he has just been able to load games like Genshin and SMITE but he has suffered crashes mainly through Genshins cut scenes. We have the most recent BIOS for our motherboard, have tried reinstalling all hardware besides CPU, and have monitored temps on CPU and GPU and they are totally nominal, for instance, during SMITE, the gpu fans would remain off for most of the game because the card is kept so cool. But where we are at right now we think it is a GPU issue because when the crashes happen, the VGA light flashes for 2-3 seconds then the boot light flashes the same on our motherboard. We would gladly accept any thoughts on what is happening.

RAM: Ballistix 3200 DDR4 16 GB (it's two sticks)

Case: Lian Li Lancool 215

PSU: 650Watt Bronze 80+

OS: Windows 10 Home
