Can't boot into Windows

[WHOOPS! Wrong Section!]

Ripped out most of the old tech. Currently has one of the most recent bundles (can't post links yet sorry)

i7-13700K
ASUS Prime Z790-P Wifi
GSkill Ripjaws 2x16gb DDR5
1tb 980 Pro NVMe

Boot settings are: 

Advanced:
Advanced/System Agent (SA) Configuration
VMD setup menu 
Enable VMD controller: Disabled

Boot:
CSM (Compatibility Support Module) 
Launch CSM: Enabled
Boot Device Control: UEFI and Legacy
Rest Legacy only

Secure Boot:
OS Type: Other OS

I booted from NVMe (after a mess of changes to bios so bios could recognize it as a bootable device), blank screen with underscore cursor, fancy blue windows logo with black background and a loading animation. Animation freezes, PC crashes. 

Had a USB Win10 bootable. Had because thinking current setup corrupted somehow. Formatted and attempting new install from microsoft, seemingly with no luck there even..
When attempting to boot from USB, ASUS logo would come on with a loading animation. Shortly thereafter, loading animation freezes and PC crashes.

No clue what's wrong or how to fix. Any ideas appreciated.

Edit: Got USB Win Stick to download properly. Started system, went into bios, force boot uefi flashdrive, ASUS logo and loading animation. Animation freezes. System crashes.

    Pull the NVMe drive out and see if it'll boot to the boot media without that installed, just to rule a few things out.

    NVMe out, booted to bios, F10, reboot mobo logo, froze, restarted itself 30s later. After restart, got to mobo logo, froze while loading, crashed unable to restart.
    After manual reboot, allowed boot to drive, same errors.

    Some ideas:

    Reset bios to default.

    Remove RAM and install only 1 stick. Swap sticks if crashes continue.

    Reset bios. Same errors. Tried brand new USB Win10 img too.
    Tried hdd sata to boot windows onto, to use to format nvme drive, to boot nvme with windows to format starting hdd to become slave, but same error persists.

    Didn't remove ram yet.

    When you tried to boot without the NVMe drive, was the SATA drive connected? If so, remove it as well. Make sure you're boot UEFI.

    Mobo ram slots work as A1 A2 B1 B2, with single to go in A2 and pairs start A2 B2.
    I pulled ram from B2 and the system booted to windows install without a hitch.
    I shut down, swapped ram sticks, reboot. Failed- same errors as before. Shut down, installed other stick into A2, rebooted, failed. Shut down, swapped sticks, and currently installing windows on NVMe.

    Hopefully this works. Also, would this mean the DIMMs are bad or I need new ram?

    When I booted from USB, USB was the only storage device connected.

    I wouldn't of thought RAM since it failed so consistently on startup like that. RAM is usually very inconsistent. But it does sound like a bad stick.
