Bought a PowerSpec B749 and has the LED multicolor fan blades but can I control them from desktop?

Is powerspec planning to release a prebuilt with a 4090?
The best I see now is the g471 but that only has an 850 watt powersupply. To buy that and then a 4090 + and good power supply, I'd be in the 5.5k range, not considering the resale value of the 4080 inside the g471.
